Best Bit for working and retraining a horse?

I have a 17 year old paint mare that I recently purchased. She plow Reins, I would like to teach her to neck rein what would be the best bit, and way to retrain her. Or is it even really possibly to break 17 years of habbit. Also she gets antsy away from the herd, what is the best method to get her attention on me?
