NY State Making Tax Adjustments!!!?

I'm I the only one that has notice that the state of NYC is broke and they doing it everything they can NOT TO PAY refunds. I have been doing taxes for myself and my family for the past 5 years and never had a problem..until this year. Every single return I have file is being readjusted by the state. I even had friends (that didn't get their taxes done with me) that are going tru the same thing. Their excuse is that "they are unable to verify certain information" which is utter bullshit....anyone knows what is gong on???
